Why is my exported video jittery in Adobe Premiere CS3? - import mpeg in cs3

I have a DVD into MPEG, then cut, exporting to Encore and burning.

Everything works, but in fast moving scenes, but the picture looks nervous.

Anyone have any suggestions?
